Outcome-Based Education focuses on what the student is, not on what he knows. It is designed for every child to FEEL successful ("Gwinnett Organizing Around Learner Success") in school although he might not BE successful. OBE's mission is to transform our culture by social engineering through psychological manipulation of behavior. That's why it's tried and tried again. Education is NOT the goal of OBE. The goal is to restructure society by restructuring education, and in that sense OBE IS successful.
